In the past, in terms of road traffic safety management, the public security traffic management department mainly deployed police forces on national and provincial roads, followed by county roads, and then took into account rural roads, resulting in a situation in which rural traffic safety management was incompatible with demand. Although the public security traffic management department has continuously explored new mechanisms and structures for comprehensive management in rural road traffic management, and has achieved significant results, ensuring the overall stability of the road traffic safety situation, the situation of rural road traffic safety is still very grim. In the new situation, how to strengthen the management of rural road traffic safety and effectively prevent and reduce the occurrence of road traffic accidents are practical issues that every public security police officer must seriously consider. Based on the actual conditions of grassroots work, I will briefly discuss my views on rural road traffic safety management and accident prevention.
Status of Rural Road Traffic Management in China
The construction of traffic safety facilities is relatively lagging behind. The country's construction of rural roads has been increasing year by year. Between rural roads and villages, original gravel roads and dirt roads have been built into cement roads and asphalt roads, and road grades have been improved to varying degrees. However, due to various reasons, the transportation department lacks comprehensive planning for rural road safety during the planning and design stage of newly-expanded highways, and there are inherent safety hazards. Rural roads, village-level organizations and peasants' traffic legal concepts are relatively weak. Village-level organizations are incapable of effectively fulfilling the relevant obligations and duties stipulated in the Road Traffic Safety Law of the People's Republic of China, and are unwilling to organize farmers to learn about traffic safety. At the same time, the cultural level of rural farmers is relatively low, and many people do not understand traffic regulations. Articles, not to mention how to protect yourself and avoid risks. Therefore, traffic violations such as unlicensed driving, overloading, speeding, overstaffing, and driving across the line still exist to a certain extent in rural farmers, laying hidden dangers for traffic safety.
The rural highway “Village to Village” transportation market is chaotic, with many unlicensed and unlicensed vehicles and overloaded. Commonly used vehicles in rural areas are: agricultural vehicles, tricycles, low-speed trucks, agricultural tractors, motorcycles (including electric), bicycles (including electric), etc., especially when farmers buy cheap scrap cars or put together (refit) their vehicles. There are many blind spots and dead ends in rural traffic management. Rural traffic management is basically performed by the public security traffic management department as a "one-man show", which is mainly borne by the grass-roots traffic police team. Reasons for the grim situation of rural road traffic safety management
Not paying enough attention to rural traffic management work. The management model is no longer suitable for the needs of the current rural situation. In recent years, with the rapid development of society and economy, the gap between urban and rural areas has been shrinking year by year. After the new generation of farmers got married, set up businesses, and worked outside the home to make money, they preferred to buy cars. Rural vehicles grew faster, and there were many types and quantities of transportation. Farmers The driver has formed a huge team. Faced with this new situation and new problems, and then continue to use the traditional, single management model, it is difficult to meet the needs of the development of the new rural situation.
Publicity of traffic safety in rural areas is not enough. For a long time, the main battlefield of traffic safety propaganda has been in cities, and there are blind spots in the promotion of the vast rural areas. People in rural areas generally lack basic traffic safety knowledge and cannot recognize the consequences and harms of traffic violations.
Rural road traffic safety management and accident prevention measures
Establish and improve the comprehensive governance mechanism for road traffic safety. Rural road traffic safety is a social system project that involves all aspects of rural economic and social development. It is recommended to strengthen the road traffic safety management prevention and control network in accordance with the requirements of “government leadership, department collaboration, social interaction, joint management, and comprehensive governance”. Vigorously promote the construction of a long-term mechanism for the investigation and control of hidden dangers in road traffic safety. The public security, transportation, emergency, and township governments must have clear responsibilities and perform their respective duties. The public security traffic management department should better play the role of traffic management. Change the traditional traffic safety publicity and education model, and carry out multi-channel publicity and education.
